I am writing this letter as a deeply concerned citizen of Delhi. Recently, I personally faced severe health issues including stomach ache, loose motions, and body pain after consuming water supplied by Delhi Jal Board (without RO filtration). Upon inspection, it appears that sewerage water is getting mixed with drinking water pipelines, leading to serious health hazards for lakhs of residents.
This is not an isolated issue of Delhi Jal Board alone but a systemic failure across multiple departments:
- Drinking Water & Sewerage Pipelines: Leakages and cross-contamination points.
- Storm Water Drains & Open Drains: Overflow and poor coverage allowing waste seepage.
- Underground Cabling (Electricity, Internet, Phone Lines, etc.): Unorganized digging damages water/sewer lines.
- Road Construction (RCC/Other Methods): Improper restoration after digging leaves scope for future leakage.
Proposed Integrated Mega-Project
Instead of piecemeal repairs, Delhi urgently needs a One-Time Permanent Infrastructure Integration Project, under the leadership of the Hon’ble CM or Hon’ble LG, involving all related departments merged under one coordinated authority.

- Create a digital 3D underground map of all pipelines, cables, drains, and ducts.
- Use AI + IoT sensors for real-time leakage & contamination detection.

Joint Execution by All Departments:
- Sewerage, DJB, PWD, Power, Telecom, MCD to work simultaneously, not separately.
- After one-time trenching, lay all utilities systematically before RCC road covering.

Dedicated Workforce:
- Appoint permanent on-field employees (skilled + experienced) with mandatory daily inspections.
- Ensure zero outsourcing of critical works that affect health and safety.

Finance & Accountability:
- Pool funds from Jal Board, PWD, Urban Development, and CSR contributions.
- Make Finance & Planning Department the nodal monitoring body.
- Publish quarterly audit reports for public transparency.

- Collaborate with IIT-Delhi and other technical institutions.

- Immediately inspect and repair the contaminated water supply lines in my locality and other affected areas.
- Initiate a city-wide integrated project as outlined above, ensuring safe drinking water, modernized sewerage, scientific underground cabling, and durable RCC road covering.
- Form a Joint Task Force (JTF) under the CM/LG to coordinate and monitor progress.
This is a matter of public health, civic dignity, and urban safety. I trust the Delhi Government, along with all concerned departments, will take urgent steps to safeguard the well-being of its citizens.

3.4 Roads & Surface Works
Cover all underground works with RCC or advanced composite materials.
